Preheat the grill.

In a small saucepan, combine the catsup, water, onion, and brown sugar. Stir in the lemon juice, oil, mustard, Worcestshire sauce, and chili powder. Simmer, uncovered, over low heat for 10 minutes, stirring occasionally.

On six skewers, thread the steak, shrimp, zucchini, corn, onions, and green and red peppers. Brush with the sauce. Grill the kebabs over medium-hot coals, turning often and brushing with the sauce. Cook to the desired doneness (about 20 minutes for medium).

Garnish the ends of the skewers with tomatoes before serving.
